Mexico, hands down. Mexico offers some advantages no other country can because it is only a border away. In fact, many American retirees in Mexico can still use Medicare by travelling to the US for their major medical care. However, the world is bigger than the US and Mexico, and there may be another country that would be a better fit for you personally than Mexico. After all, the whole world is as close as the airport.
